Art and Music Education in Philadelphia

Pennsylvania is one the oldest states, being part of the original 13 colonies.  Philadelphia, Pennsylvania, is a historic city filled with educational opportunities.  With schools being founded as early as 1689, education is part of Philadephia's history.  Looking at the education situation in Philadelphia, school does not seem as important as it was during the 17th century.
 
What is the main problem and why are programs being cut?
 
The quality of education in Philadelphia schools has been dwindling for many years.  Not enough high school students are graduating and continuing on to higher education.
Art and music education with the parental involvement was studied in three different cities to see how they accomodate these programs and how they contribute to the over all graduation rate in their high schools.
The Solution:
Due to the major problem in funding for the Philadelphia education system, the proposed solution is to implement art and music programs with funding in mind.
 
For art programs, local schools can hold art auctions that will involve parents, schools and students.  The money earned will then go back into the school as funding for the art programs.
 
For music programs, local schools can offer music classes to practice and prepare for concerts and other events.  Each event would involve ticket sales and small concessions which would be run by parents and all proceeds will then go directly back into the music program.
